  • Resettlement of Minor Refugees: Some Interdisciplinary Issues - E.D. Pask and A. Jayne

    After the collapse of the Saigon government in 1975, the outpouring of refugees from Vietnam gave rise to a number of problems. Existing national and international institutions were foreced to deal with the problems of disunited families, the technicalities of repatriation and resettlement, and the many unaccompanied children and minors who were often deemed too young to make their own decisions. Reserach was conducted in Asian refugee camps as well as in the immigrant communities in Canada.

  • The "Incorrigible" Juvenile: History and Prerequisites of Reform in Ontario - I. Grant

    The repeal of Section 8 of the Ontario Training Schools Act in 1975 was not simply the culmination of philosophical reforms in the definition of delinquency which had occurred over the previous decade. A second and equally important prerequisite was the rapid expansion during this same decade of community-based residential serices such as gropu homes and treatment centres. The notion of incorrigibility was incorporated into the juvenile justice system in the nineteenth century, with several futile efforts prior to World War II to separate "soft core" from "hard core" delinquents. Its repeal with Section 8 is best understood within this framework.
